National Assembly Standing Committee on Information & Broadcasting and National Heritage was told on Friday the 20th April 2018 at PTV Headquarters that PTV is launching separate TV channels for the Parliament and children. PTV Kids PTV Parliament New TV Channels.

This was told by the officials of Ministry during a meeting of the National Assembly Standing Committee at Parliament to discuss PSDP funds for the financial year 2017-18 and 2018-19. Aslam Bodla, Chairman of the committee chaired the meeting. PTV Kids PTV Parliament New TV Channels.


The members agreed that PTV is generating an insubstantial revenue where the cost of operating exceeds the income. PTV Kids PTV Parliament New TV Channels.

The members “brainstormed” that the solution to this ailing condition of PTV channels is to launch two new channels. According to the committee’s announcement, following two channels will be launched by PTV;

PTV Kids: Specifically for kids’ programs and cartoons.
PTV Parliament: To cover parliament proceedings.

The report says that Planning Commission Form-1 (PC-1) has been formulated for PTV Kids channel. PC-1 for the Parliament channel will be completed in the next four months through funds allocated in the Public Sector Development Programme (PSDP). PTV Kids PTV Parliament New TV Channels.

Revenue

Information Secretary Sardar Ahmed Nawaz Sukhera, talking about PTV’s revenue and income, said;
PTV’s revenues are gradually declining every year and it has become difficult to meet the expenses within limited resources.

He further added that efforts are being made to decrease the operating costs and increase the profits.
It is to be noted here that PTV is financially supported by taxing the general consumers on bills as well. The national broadcaster earns Rs 7.3 billion from utility bills, has free-to-air coverage across the country with the widest coverage among all channels and somehow it still fails to generate any profits.

Talking about generating more revenue Sukhera added that 25% share will be given to any employee who brings in ads for the company.

Pending Dues

The committee also discussed the pending dues matter that PTV owes to its current and former employees. The Information Secretary told that current government has never deposited the pension money that the retired PTV employees were promised during its tenure.

Sukhera added that a summary of the total amount has been forwarded to the Prime Minister office. Hopefully, the money to cover the pensions will be deposited in the accounts in next few weeks, he added.

Now what are BISS Keys and which is the valid and updated BISS Key available for watching PSL-3 matches? The answer is given below:

Biss Key

Basic Interoperable Scrambling System, usually known as (BISS), is a satellite signal scrambling system developed by the European Broadcasting Union and a consortium of hardware manufacturers.
Prior to its development, "ad hoc" or "occasional use" satellite news feeds were transmitted either using proprietary encryption methods (e.g. RAS, or PowerVu), or without any encryption. Unencrypted satellite feeds allowed anyone with the correct equipment to view the program material. Proprietary encryption methods were determined by encoder manufacturers, and placed major compatibility limitations on the type of satellite receiver (IRD) that could be used for each feed. BISS was an attempt to create an "open platform" encryption system, which could be used across a range of manufacturers equipment.

There are mainly two different types of BISS encryption used:

BISS-1 transmissions are protected by a 12 digit hexadecimal "session key" that is agreed by the transmitting and receiving parties prior to transmission. The key is entered into both the encoder and decoder, this key then forms part of the encryption of the digital TV signal and any receiver with BISS-support with the correct key will decrypt the signal.

BISS-E (E for encrypted) is a variation where the decoder has stored one secret BISS-key entered by for example a rightsholder. This is unknown to the user of the decoder. The user is then sent a 16-digit hexadecimal code, which is entered as a "session key". This session key is then mathematically combined internally to calculate a BISS-1 key that can decrypt the signal.

Only a decoder with the correct secret BISS-key will be able to decrypt a BISS-E feed. This gives rightsholder control as to exactly which decoder can be used to decrypt/decode a specific feed. Any BISS-E encrypted feed will have a corresponding BISS-1 key that will unlock it.
